Caucus on capital punishment bill

House Speaker Pantaleon D. Alvarez shares with media the outcome of today's majority caucus which tackled House Bill 4727 seeking to reimpose capital punishment on heinous crimes such as rape, kidnapping and serious illegal detention, destructive arson, plunder, and the manufacture, importation, and possession of dangerous drugs. The bill is now being deliberated upon in the plenary.

The Speaker called on his colleagues to support the bill. Rep. Reynaldo V. Umali (2nd District, Oriental Mindoro), chairman of the justice committee, has been responding to plenary queries raised by lawmakers about the bill.

He urged his colleagues to “be guided by what is needed by the country, especially considering the level of impunity that hardened criminals and drug lords and other perpetrators of heinous crimes have been doing the past years.

Last week, House Deputy Speaker and Capiz Second District Rep. Fredenil H. Castro delivered his sponsorship speech for the bill.
