7 opisyal ng Ilocos Norte di sumipot sa House hearing; pinako-contempt

Ipinako-contempt ng House committee on good government and public accountability ang mga opisyal ng Ilocos Norte na tumangging humarap sa pagdinig nitong Martes kaugnay ng paggamit umano ng pondo ng tabako sa pagbili ng mga sasakyan.

Samantala, hindi naman nakadalo si Gov. Imee Marcos sa pagdinig upang harapin ang alegasyon dahil siya ay may “shingles”, ayon kay Vice Gov. Angelo Marcos Barba.

Ipina-cite for contempt sina Josephine Calajete, treasurer ng Ilocos Norte provincial government, Encarnacion Gaor at Genedine Jambaro, parehong staff ng Office of the Provincial Treasurer, Evangeline Tabulog, provincial budget officer, Eden Battulayan, provincial accounting office accountant IV, Pedro Agcaoili, ng provincial planning and development office, at Joseph Castro, general services officer ng lalawigan.

Ang imbestigasyon ay batay sa House Resolution 882 na inihain ni House majority leader Rodolfo Farinas kaugnay ng maanomalya umanong paggamit ng P66 milyong pondo mula sa tabako sa pagbili ng mga sasakyan.

Sa ilalim ng Republic Act 7171, 15 porsyento ng excise tax na nakokolekta sa sigarilyo ay gagamitin sa pagtulong sa mga tobacco farmers.

Dumating naman sa pagdinig si Barca bagamat pinigilan ito na basahin ang sulat na ipinadala ni Marcos.

Sa sulat ni Marcos sa komite, sinabi nito na “unfair, unwarranted” ang agarang pagsasabi ni Farinas sa kanyang akusasyon na may iregularidad sa pagbili ng mga sasakyan.

 “… It is noted that House Resolution 882 already described the transactions of the Provincial Government of Ilocos Norte subject of the legislative inquiry, as ‘highly irregular’.

With due respect, the assertion is unfair and unwarranted,” saad ng sulat ni Marcos. “Any inquiry in aid of legislation is, first and foremost, intended to gather information.

To declare irregularity even before an inquiry is conducted is lamentably irresponsible.”

Sinabi ni Marcos na ang mga sasakyan na binili mula sa pondo ay makatutulong sa mga magsasaka ng tabako upang mapabilis ang pagdadala ng kanilang mga produkto.

“I, therefore, find it ironic and most unkind to our tobacco farmers that House Resolution 882 declares misuse of the tobacco excise tax allocation of the Province of Ilocos Norte when the purchases being derided respond squarely to the dire needs and actual demand of tobacco farmers so that they can improve their plight.”
