-PAGBALANGKAS NG MGA PANUKALANG BATAS PARA SA IKA-19 NA KONGRESO, SINIMULAN NG SECRETARIAT NG KAMARA

Sinimulan kahapon, Martes ng Secretariat ng Kamara ang dalawang araw na workshop na pinamagatang “Securing the Future: Recommendations for Legislation in the 19th Congress.” 

Ang adyenda ng pagbalangkas sa lehislasyon ay isinusulong ng Committee Affairs Department (CAD) na pinamumunuan ni Deputy Secretary-General Atty. Arlene Dada-Arnaldo, Congressional Policy and Budget Research Department (CPBRD) na pinamumunuan ni Deputy Secretary-General Romulo Emmanuel Miral, Jr., at Reference and Research Bureau (RRB) na pinamumunuan ni Executive Director Atty. Jose Noel Garong. 

Sa kanyang pambungad na mensahe sa pagsisimula ng programa, sinabi ni House Secretary General Mark Llandro Mendoza na ang planning workshop ay isang tradisyon na idinaraos ng Secretariat simula pa noong ika-8 Kongreso. 

“It is to assure of your commitment and service excellence, and dedication to your duty as guardians of this institution’s memory and as a vital support in the fulfillment by the House of Representatives of its constitutionally-mandated role, and of its vision as the House of the People,” ani Mendoza. 

Kanyang sinabi na ang idinaraos na mga workshop sa pagtatapos ng Kongreso ay nakatuon sa bagong panimula. “It is but reassuring that the Secretariat is there to hold the line, to provide continuity, (and) to ensure stability and democratic process,” aniya. 

Ayon kay Mendoza, bilang pinuno ng House Secretariat, karangalan niya na pangunahan ang bagong layuning ito. 

“These workshops are held at a crucial time in our history, when the world and the environment now present serious and unprecedented challenges to our way of life and our aspirations as a people,” aniya. 

Sinabi niya na napapanahon para sa Secretariat ng Kapulungan na piliin ang paggamit, bilang gabay, ang pagbalangkas sa pambansang seguridad, sa gitna ng mga polisiya at reporma na irerekomenda, upang ito ay magawa sa ika-19 na Kongreso at mga susunod pa. 

“I wish to thank all the experts and resource persons who will justly provide counsel and insights in the next two days in the eight policy domains of the workshop,” aniya. 

Panghuli, ipinaabot niya ang “pagmamahal at pasasalamat” ni Speaker Lord Allan Velasco sa mga opisyal at staff ng House Secretariat, sa kanilang suporta sa kanyang liderato. 

Inilatag ni CAD Executive Director Violeta Veloso ang kabuuang aktibidad sa workshop. 

Sinabi ni Veloso na 33 mga dalubhasa ang sumang-ayon na ibahagi ang kanilang mga pananaw at mga rekomendasyon sa mga workshop. 

Ang mga nakatakdang workshops ngayong Martes ay ang mga sumusunod: 1) Revitalizing Agriculture and Attaining Food Security, 2) Protecting the Environment, 3) Pursuing Human Development and Promoting Social Cohesion, at 4) Accelerating Infrastructure Development and Digital Transformation. 

Sa Miyerkules, ang mga workshops ay tutuon naman sa: 1) Strengthening Industry and Services, and Enhancing Productivity, 2) Promoting Global Security and International Cooperation, 3) Fostering Good Governance, Public Order and Security, and the Rule of Law, at 4) Achieving Fiscal Stability and Enhancing Public Financial Management. 

Pinangunahan ni CAD Deputy Executive Director Lorelei Hernandez ang panalangin sa pagsisimula ng programa.
